The Mergers and Acquisition Office (MAO) of the Philippine Competition Commission (PCC) is tasked to review and investigate mergers and acquisitions that could substantially prevent, restrict, or lessen competition in the relevant market or in the market for goods or services. The MAO has published the Non-Horizontal Merger Guidelines (Guidelines) on 18 May 2023 pursuant to Section 16 of Republic Act No. 10667, otherwise known as the Philippine Competition Act. These Guidelines aim to strengthen the transparency of the analytical process undertaken by the PCC when reviewing mergers and acquisitions, and thereby assist the business community and competition law practitioners.
